Neji is a special case, Hyugas never use elemental jutsu anyway. In-fact, most of the K11 only know 1 elemental jutsu, the
earth wall.

Clearly they all have a few more years of training to reach the level of their teachers.

Just because you never seen a Hyuga use elemental jutsu does not mean they can't. If they were strictly Taijutsu, people like Neji, Hiashi, and Hizashi would not have 4-5's in the databook in their ninjutsu stat where people like Lee and Gai have 1-2's.

Its not a requirement stoopid its just a fact of life. They are usually older and have had more training so they usually hav mastered more than one element. I don't even think kakashi mastered multiple elements before he became a jonin. I might be mistaken on that one my memory of the gaiden is hazy.

And lee and shikamaru and possibly shino are jonin level. Even naruto before sage mode was low join level then sage Mose vaulted him into kage rank
