If we exclude some characters like Nagato,Naruto, maybe Konan(she can fly), Raikages etc.
Does anyone else have a good chances in fight with current Shino? I mean bugs. U can easy miss them. And once they'll be in ur body - you dead. What do u think?

He has good chances against low-tier opponents. But without intel and no Byakugan or Sharingan, even a lot of high-tier Shinobis would get into trouble.
