Yes but the whole reason naruto learned sage mode was because of the imminent danger of Pein coming after him... if Pein were not coming after Naruto, Naruto would have no reason to learn SM

Naruto without Kurama, probably wouldn't have SM.
-I think that Jiraiya trained him only because he was Kyubi jinchuuriki
-He was able to summon toads because of Kyuubi chakra, without it he can't summon toads.
If he didn't have Kyuubi inside him, Minato would probably be alive and trained him, but we already see that Genius/Kage level father don't make top tier shinobi (Hiruzen-Asuma case), so i say that Naruto without Kyuubi would be around Asuma level of power.
Sasuke without Sharingan would never be near his Uchiha level of power, but he was still genius at the young age and even before awakening Sharingan, Kakashi praised him as very capable. Even thought he don't have Sharingan, he was still a genius, we see that for example Kakashi, who don't belong to some "noble" clan was very capable shinobi even before getting Sharingan, so i think that he without sharingan will still be more capable than Asuma. I don't consider Sasuke being on the same level as Kakashi in genius terms, but i still think that he would be fine shinobi. So i would rank him slightly above Sasuke without Kyuubi.
