Sasuke admits naruto was his best friend and says killing him is the only way to make his revolution work. He doesn't want to but he feels he has to.

Naruto has been obsessed with saving sasuke from his self destructive ways since the sasuke rescue arc in part one. He understands that there are other ways to bring peace besides killing the "bad guys". Naruto spared nagato despite the latter killing hundreds of his comrades, of course he will try to save sauce.

Naruto did pull out his form pretty quickly though. He wasn't holding back to a lot of extent, Sasuke is, as he outright called Naruto out to up his game, as he would get killed too quickly otherwise.
