nobody can control juubi

The only person successful in controling juubi is SO6P himself and tobis idea in using the ten tails will be a failure due to the fact that its power would be too overwhelming even for a small extent he wont be able to continue eye of the moon plan. But if Madara was there maybe he could help tobi control it for a small amount of time and then he can proceed in his master plan.
but i bet madara would betray him anyway.

Wouldn't the Gedo Mazou be able to because it looks capable of holding the chakra of all 9 Bjuu which is the Ten-Tails itself. But if you were talking strictly people then I would agree with you about everyone except Naruto. The manga says that someone will and the beasts are all thinking Naruto.
