One of the incidents was during an alliance too, when they were INVITED into Konoha after a war. First thing they did was betray them in the dead of night by trying to kidnap Hinata.

There as strong as they are because in the manga it is pointed out that they never stopped amassing power even during times of peace.Kumogakure is most likely based off of america seeing how everyone's names translates perfectly over into english and all there hair cuts are westernized and for the most notable parts they have african americans and one happens to be the leader.Also the fact that they amass power during times of peace is probably a hint towards The United States military splurge.

I would think the jinchuurki of every village is there top weapon.That is why there highly guarded and highly sought after.
It was never stated that there top tier ninja are individually better then konoha's ninja but overall there shinobi bost more power.
