Not really. The technique was so advanced that people simply couldn't learn it. So he couldn't pass it down.

There is no such thing as this "Neutralizer". If it were true, he could use it to counter ANY Jutsu, witch is impossible. You could know the sequence of seals to counter one jutsu, but those sequence of seals won't stop Madara from forming the Susanoo, will it?
