Nothing says baldy knows how to use izanagi, also Obito said that it was rare among shinobi who had ms in both eyes to awaken susanoo; not to mention their ms doesn't even look original.

I wouldn't say they were nerfed, it's logical that after 12+ years of peace, with no big battles that they wouldn't be in top condition, + they were holding back + they had to protect the kids.

Naruto was never expecting to get hit by Sasuke's Sword, so his guard was down.

As for Sasuke not using Susano'o when shielding his baby girl, i take this as a reference to when Sasuke took on Haku's deadly needle attack with no hesistation so he could protect Naruto.
