2. you seem to hold the notion that "good writing" means "predictable writing".
Yes, Naruto vowed to get Sasuke back by talking to him. Yet, that didn't work. The plot changed and evolved. Yes, the Masked Man attacked the village and Minato entrusted Naruto with the task of protecting the world from the Masked Man, which he did, that anticpated a final fight between Obito and Naruto (possibly) but it doesn't mean that Kishimoto is legally forced to stick with this, or with Sakura just because he and she are like Jiraiya and Tsunade, or keep trying the same thing with Sasuke instead of something new happening.
Basically you have this crazy idea that the writing sucks because it doesn't go as it anticipates, which many would agree is a good thing. I really can't explain to myself where did you get such an idea.
3. Obito was "taken down by a lame Raikiri" after resisting for something like 70+ chapters against the strongest characters in the series. I don't know if you wished him to be downright invincible or inexhaustible but he's not. Which once again doesn't sound like bad writing to me.
