In viz Naruto said, " To inherit the Hokage name...He'd have to have been the best shinobi in the village."

Kakashi became the Hokage shortly after the war. Naruto was too young, and immature to attain the position.

Kakashi was the best choice at the time. Everything's not based on power, even more so when the world was in peace.

He's a good character who was interesting, especially in the beginning. Kakashi Gaiden was great, and so were all his battles.
