If Naruto didn't learn or master Rasengan, it's a good possibility that Naruto would have died right at the Tsunade Retrieval Arc, since Tsunade was weakened and 1/3 Jiraiya was busy combating Armless Orochimaru.

simple as this...naruto would have some other form of taijutsu/ close range ninjutsu.

Naruto is pretty skilled in close-mid ranged but is lousy at long range. With the absence of rasengan or rasengan variants he would not change to long range but to other close range techniques. I would guess he would have many asuma like techniques, as asuma is a fellow wind style and also a close range fighter.
