The paper ocean happened so quickly that Tobi didn't have time to warp himself away from the field. Plus it works from the edge, so the closer you get to those edges, the closer you get to one layer of paper bombs. Don't underestimate that many paper bombs, 600 billion is an unreal number... not way too far less than 100x the people on earth proportionally
