Tobi was intangible when activated Izanagi.
When Tobi is intangible his real body is inside Kamui since Kakashi was able to hit him once from Kamui dimension.
The fact that Tobi simply appeared behind Konan and not wrapped as he does when coming back from Kamui shows it.

Obito was preparing to phase Sasuke from a distance when Danzo was attacking him with the sword. He actually did it when Onoki was about to dust him. He can do it long-range just fine, point blank would be faster tho.lol i dont think you get my point. Im trying to explain this using Kakashi and Obitos Kamui. They work in the same dimension, but are used differently. Kakashi can use it on the whole body if he choses too, or just part of the body. Obito is the same, but he cant cast it at a far distance like kakashi, only him self. So he has to make contact with an object to take them. If you Izanagi at the point of contact you can negate getting dragged into the dimension as you are only in the middle of getting taken. similar to how Minato escaped getting dragged. His jutsu allowed him to place him self behind obito instead of getting pulled into obitos jutsu.
