No one better mess with the Cloud Village with its new super weapon

Apparently the cloud had a death laser weapon which they used to destroy meteors. At full power it was apparently strong enough to destroy the moon. With that kind of weapon the Cloud could take out a city or heck a whole continent on a whim if they wanted too. With this new area of technology and super weapons I wonder how this could shift the balance of power?
