Sasuke's reaction could be due to a multitude of reasons. First, don't you think it's possible that Sakura never told Sasuke about Sarada's birth hoping to give him a surprise when he returns? Even is he knows he has a daughter, he doesn't recognize her as he hasn't seen her for very long. Moreover, seeing her in that place on her own was completely unbelievable, she had no reason to be there all alone. Especially with the Sharingan, especially after fighting Shin i.e. seeing random people with the Sharingan. Sasuke's mind would naturally lead in that direction, thus giving that exact reaction.
