Now, now, before you guys flame..
I'm fully aware that in Part 1 of the Naruto Series that Kishimoto gave the Sand Village plenty of attention..
We saw the introduction of Gaara, Kankuro, Temari and their sensei, Baki..
We saw Kankuro take on Misumi & Shino, Temari v. Shikamaru, Gaara vs. Rock Lee and Sasuke and even a bit on Baki eliminating Hayate Gekko. We saw the one-tailed beast, Shukaku, in action, Kankuro saving Kiba from Sakon and Ukon, Temari saving Shikamaru and Gaara giving R. Lee a break from Kimimaro.. (**noted, we saw nothing from the 4th kazekage, only the fact that orochimaru killed him and took his place) With all of that said, let just say most of us were fine with the development of Gaara and his siblings. (a reminder.. that was just four characters, including baki)
& during the 1st arc of the Shippuden series, Gaara's character was rapidly developed as the youngest Kazekage and fully assumed the role as the village's strongest Jinchuriki. Of course, story plot-wise, Kishi had Naruto to rescue Gaara to strengthen the friendship between Jinchurikis and the relationship between the Leaf and the Sand. Kishi introduced more characters from that village and it was Sasori and Chiyo & a little of her brother, Ebizo.. maybe a bit on Yashamaru, Sasori's parents, Hiruko and 3rd Kazekage if you count them. (look here, it took Kishimoto like what? 50 to 60 volumes of manga (PartI&II) for like 6 or 7 important characters from the Sand Village?)
Now...
In recent comparison, in my opinion, Kishimoto has been giving the Cloud Village a lot of love.. We saw the introduction of Killer Bee (he killed Kishi's own favorite character, Sasuke like twice only to be saved by Taka) & Raikage A (who also gave Sasuke an ass-whooping of his own at the cost of an arm -_-), badass Darui, C, Omoi, Samui, Karui.. That was a lot of characters shown in a short amount of time. (Kishi introduced Killer B in the 44th volume of the manga series, and currently we r reaching 59th volume and that is 15 volumes of developing the Cloud Village thus so far)
We recently started to learn a bit about Mabui, Ginkaku, Kinkaku, 3rd Raikage, Atsui and Dodai, the rubber dude, in these recent chapters (even that magnetic edo tensei guy, toroi from the cloud).. Only new sand village guys I saw was Pakura and the 4th Kazekage, and Gaara beated his dad in what? 10 panels?..
Anyway, That's 12 dead and alive guys from the Cloud Village we've learned in a short amount of time..
Sorry to elaborate a bit more.. the final thing that bothered me the most.. the 1st Hokage, Hashirama split the ten tailed beast to give each villages power balance??
I understand the Leaf getting the Kyuubi with it being the strongest of them all.. As we know, the Stone Village got the 4-tailed beast and the 5-tailed beast with Roshi and Han as their Jinchuriki, the Mist Village with Utakata (6-tailed) and Yagura (3-tailed).. also back to the Cloud Village, they got the 2-tailed beast (Yugito) and the 8-tails beast.. But... but, what did the Sand Village get? An one-tailed beast? Just one beast and at the lowest number of tail?
I don't know who to believe, the Hachibi or the Kyubbi... it's apparent to the Hachibi that the number of tails doesn't matter while the Kyuubi views the one-tailed to be the weakest and the nine-tails to be the strongest.
Okay, we learned about like 7 people from the sand for a long time and we learned more than 10 from the cloud in a short amount of time, plus two tailed beast for each village except for the Leaf and the Sand, and the Sand getting the lowest, an one-tailed beast... (hell, tobi didn't even use it yet)
Finally, im gonna wrap up with my final thoughts, I think Kishi is biased towards the Cloud Village, and he probably rushed thru the Sand Village a bit in the shippuden arc (he didn't seem to do so in Part I but with only 4 characters?? so idk) so he could expand on the other villages. The Sand Village could be his least favorite village of them all, which could be why he is giving Gaara all the attention early in the War before focusing on other characters?
