They wasnt fused but that isnt the correct meaning or real debate
Madara used susanoo as a armor for kurama to be protected as a way
For kurama to be non injuired by hashirama and note by this kurama did look diffrent
He was still himself body and mind......so just stop it they wasnt fused or combined
Just covered like a chainmail suit

People misinterpreted that, just like they got it wrong that Shinsusenju was a summon. Kurama was just coated in Susano'o armor and Shinsusenju was Hashirama's creation, dammit.
