he meant making koto orders them to stop being under edo control of kabuto
If Itachi had koto ...i wonder if he could have programmed Koto

doesnt mean it would work. if kabuto remembered nagatos powers and itachi didnt hide behind a dust cloud he would not have fallen to it. he cant pierce third raikage. he cant tangibly hit mangetsu and 2nd mizukage. and he cant seal madara as madara will spam mokubunshins.
