No Chakra for Genjutsu?

So I have been reading posts about Naruto vs -insert random verse here-, and I have seen responses such as, "Genjutsu doesn't work cuz no chakra blah blah blah." But isn't true that Genjutsu affects the prosencephalon structure of the brain allowing it to be used on pretty much any living thing except bugs? (Shinzo said this I believe) Additionally sasuke genjutsued manda, and I believe he doesn't have chakra like the snakes of ryuuchi cave and the frogs. Finally in one of the last chapters, infinite tsk. affected daiymos, random fodders, and animals.

So I ask, can Genjutsu work on characters of other verses? If so itachi obviously kotos goku. Jk.

Genjutsu works by manipulating the flow of chakra.

Wait? What idiot says genjutsu won't work if the target has no chakra? Shows there are some dummies on this site because you're dead if you're chakra is at 0%.

Don't tell me some people are so backward on here that we need to run over the basics all over again? Every living thing in NV has chakra, though it's only shinobi who develop it into a useable weapon.

Depends on which genjutsu you're using, Naruto can resist sasuke's sharnningan genjutsu, because it doesn't alter time, so kurama can break him out of it. However there are certain genjutsu that works on Naruto. IT, ultimate subjugation I will explain why in my later post. Also tsukyomi can affect Naruto as tsukyomi alters the person's sense of time so kurama can't instantly get Naruto out of it. Rinnegan genjutsu and IT can affect Naruto because rinnegan genjutsu does not subjugate the mind, it subjugates the will of an individual, because of this the only way Naruto counters a tech like rinnegan genjutsu is by being in an equally powerful state of will. Because rinnegan:genjutsu subjugates will, kurama cannot assist by "waking" Naruto up mentally, he has to pour into Naruto the chakra to resist from a physical standpoint, however if kurama is subjugated before this can be accomplished it will be over, as by controlling his will he can control whether Naruto accepts or rejects kurama. So Naruto must be in a constant state of awareness. the exception is IT which works similarly but IT affects all, and cannot be countered except with another rinnegan or those attachedtp black zetsu.
