Ninjutsu is literally translated as Ninja Techniques, and it is really the base of the whole Jutsu world, it allows anyone to perform any kind of technique, without it you wouldn't be able to create these very real techniques that revolves around it's energy source. Chakra.
Ninjutsu ties in with the 5 elements, all techniques with the elements involved are all Ninjutsu, just a little more advanced by adding in the different type of molded chakra. Ninjutsu uses a lot of chakra and handseals in different combinations most of the time to perform different techs.
Ninjutsu can also be changed in shape using the shape manipulation which changed the form of the technique, power amounting on how much chakra is concentrated and movement.

Standard Ninjutsu is usually easier than Elemental Ninjutsu and also weaker than elemental ninjutsu. Elemental Ninjutsu is hard to master than ninjutsu and you need ninjutsu to master most elements.
Many tools can be used with ninjutsu, standard gear like kunai and shuriken to even things like the hair.
Unique Ninjutsu like kekkei genkei need some bio's to be in a clan for sharingan or Byakugan, Jiraiya also has his unique ninjutsu hair skills and the 6POP or Nagato has unique ninjutsu to do with the rinnegane Dojutsu.

from my knowledge, I admit U_U I have little idea, I'll guess though.
It's a more perfected chakra is it not? It is because the time it takes and really, one ninja has a certain type of element they can work with, like Naruto has Wind and it will be a lot more harder for him to take on another element as his element is wind.

Its because the chakra is manipulated further. Its given shape and properties that standard chakra doesn't possess. Wind is made to be sharp, fire is hot, earth is strong and rigid, lightning is fast and shocking and water is....water. xD
Those are all properties standard chakra doesn't carry, and because of this its at a disadvantage. UNLESS it is given shape and manipulated further, like with a Rasengan. Then it becomes equal.

1. I would gather in a small portion of my chakra and use it to summon needles to my mouth by channeling the gathered chakra into my mouth, I would then spit out the needles towards my opponent.
2. I don't think any tools would be needed as the needles are "call(ed) forth" using the chakra gathered.
3. This technique can be easily countered by ninjas with high skill in elements, it doesn't have many strengths except that the opponent won't see it coming if off guard, it can be used to silently kill enemies if shot in fatal areas.
4. To silently kill somebody when off guard or close enough to your opponent so that they cannot block it.
5. with a small defense from any element or attack to overpower it.

1. I would first take one of my windmill shurikens and throw it then I would take another shuriken and throw it directly underneath that one right afterwards so that it goes underneath the other one to conceal it in the shadow at the opponent
2. I would need a couple of windmill Shuriken.
3. Strengths is that the opponent can't see the other shuriken coming, so if the opponent stops the one they can see then they will be hit by the second. Weaknesses is that they can both be blocked if the opponent uses a defense that reaches a wider scale.
4. When hidden from an opponent so they least expect it and cannot see you throw a second to conceal or to start off a match.
5. A defense with a scale wide enough to defend from both shuriken or a strong attack to over power the shuriken and stop them from proceeding.

1. i would gather and implement chakra into summoning the cherry blossom petals to surround my opponent when at close range, I would then once successfully blinding my opponent attack him using freeform taijutsu or strong close range elemental attacks.

3. Strengths would be that is will blind the opponent making it easy for me to place an attack on them and they won't be able to block in time. Weaknesses would be that it could easily be blown away by some wind.
4. To start off a battle probably or when the opponent least expects it, also to make it so that opponent can't target me.
5. a strong wind attack would be able to blow away the petals easily.

The needles are actual tools, so yes, actual needles are needed.
Its also not a very good technique against someone skilled with elements, since any of the elements could easily counter this with little effort (as you point out).

1. I would throws some kunai with pouches attached onto the loop at the bottom of the handle and throw them at the opponent so that they rain onto them when the pouches explode as they come into contact, I then attach a single explosive note onto the end of a kunai and activate it by channeling raw chakra and throwing the kunai at the notes as the active one sets on fire and explodes as soon as it reaches the other notes showering around the enemy.
2. Explosive notes, pouches and kunai will be needed.
3. Stengths are that they are explosives and are powerful enough to kill someone. A weakness would be that it is easily seen and the explosive notes may be able to be blown away at first, because the user has to throw a final kunai, so it takes time for the jutsu to come into affect.
4. To move an opponent from their spot or to use it on trapped opponent using my Nara clan techniques.
5. Using a powerful enough wind jutsu to blow the notes away or by dodging using another technique, for example. Hurricane fist to shoot you into the air out of the shower of notes.

1. I then channel a little portion of the raw chakra through my body and make myself disappear in a cloud of smoke, within an instant I then reappear behind you in a cloud of smoke and tap you on the shoulder.
"Hey Ty-ty sensei!"
2. None will be needed, except yourself xD
3. Strengths are that you can easily dodge an oncoming attack and then quickly counter it soon after if appearing behind the opponent. Also if your opponent is too strong for you, it's a great way to escape. There are not many weaknesses despite it being banned I think sharingan and byakugan can keep up with it.
4. To quickly counter after an attack has been thrown at me, and to catch the enemy off guard straight away.
5. It would be very hard to counter as the user can reappear directly behind you, unless you have sharingan or if you're clever enough to state that you see them disappear instantly and first reaction would be to attack behind sending a back hand or punch behind myself for good measure.

1. I gather in some raw chakra and then create the ram hand seals, releasing the chakra into the air and it projects over towards the nearby forest and a voice that sounds very familiar, so familiar because it is my own saying "Hey! dumbass! over here!"
2. None will be needed.
3. Strengths are that it can confuse and trick the opponent by making them attack the area of voice heard, though it's weakness is that you cannot be seen doing this and must hide before use.
4. When I have been concealed and cannot be seen by opponent, for example, I use a flash of light to blind the opponent for A couple of seconds and then use this technique to project the voice directly behind them, they would turn to go and attack aimlessly at the voice and I can place a precision attack to the back of their head.
5. A way to counter this jutsu would be to reveal the actual position of your opponent so they are obviously found out and cannot really use that to an advantage.

1. After making the hidden mist jutsu appear I would easily sneak up behind my enemy and break his neck with no second thought or by slitting their throats with kunai, maybe even use a sword or other lethal weapon, leaving no space for them to counter and just 100% ruin their day.

3. A strength is that this is an instant kill and can deal with enemies fast, weakness is that the user really should be concealed or they will get countered.
4. When i have created the mist jutsu or cannot be seen by my opponent anywhere, I would just quickly dispatch them for their carelessness.
5. A way to counter this would be to use a jutsu to blow away any mist they use, if they use it. Or to have your back covered and make sure you keep an eye on your opponent's whereabouts.

They don't explode on contact, they explode when that final kunai you throw ignites them.

That's the body flicker technique. Its BANNED! -But- some other techniques (basic substitution technique for example) make use of its high speed movement. So while the actual technique is of no use, its necessary for the use of other allowed techniques.

Explain it better. How would you track the target? How would you hide your presence?
I would conceal my presence using the mist, it is to thick to see through with the blind eye, only when up close can the enemy see my movements; so I make sure to be behind them. I would be able to sense the disturbance in the mist of my enemies location?
