Nope. Sure haven't.

Well, you start out by explaining what you know of Ninjutsu then, so I know what I'm working with.

Ninjutsu is the art of using techniques that can be used for just about any form of offense or defense; whether it be a special utilization of tools, creating clones or transforming, the possibilities are almost endless. Ninjutsu is used by fueling the technique with the body's natural energy, "chakra". Though, many Ninjutsu techniques require "Hand-Seals": precise hand movements that shape and focus the necessary chakra to perform each individual technique.
intricacy is also an option, by the use of "Elemental Ninjutsu". Elemental ninjutsu is achieved by changing the physical properties of the chakra you're using into an element, (Nature transformation) and by changing the shape and size of the chakra you're pouring into the technique you're trying to use. (Shape transformation)

Okay, we won't be needed to do chakra manipulation then from the very core.

I want you to *Hands over needles* coat these with your chakra, and swallow them. Using the chakra have them hidden within your throat, ready to be expelled when close up, against your opponent.

*Richter takes the needles and channels his chakra into them before putting them in his mouth and using the chakra they're coated with to safely slide them down his throat and store them there. Afterwards, he uses the chakra and his muscles to shoot the Senbon out of his mouth with great speed and accuracy*

The next is about timing and precise throwing.

Throw one of these, followed by another immediately. Have the second travel in the shadow of the first, hiding it from the naked eye, creating a surprising trap.

*Richter takes the large shuriken and proceeds to throw one, followed by the other, with the second one being thrown at such a specific angle and altitude, so that it is hidden in the previous one's shadow. The two shuriken continue onward until they both stick into a tree*

(Kage Shuriken no Jutsu) - Shadow Shuriken Technique

Description: Kage Shuriken no Jutsu is a Ninjutsu technique utilizing a giant Windmill Shuriken. When throwing the shuriken, the ninja will also throw a second giant shuriken to hide in the shadow of the first. The hidden secondary shuriken can then approach the target without their being aware.

Using your chakra, mold it and focus it throughout your body, and into the surroundings of your opponent. Using the chakra, materilize chakra-created sakura petals(Leaves, more or less), which will coil up around him as if he was standing inside a vortex. It will not harm said person, only blind. It will leave the target open from other angles.

*Richter builds,m and focuses his chakra all throughout his body and channels it into the nearby surroundings. Once he's done with that, he stabilizes the chakra and spawns a large amount of Sakura petals that spin around like a vortex*

They spin up in a vortex, indeed. Around who, and what does it do? What enables it you to do?

*Richter makes a clone and commands him to run 10 meters in front of him. Richter builds and focuses his chakra all throughout his body and channels it into the nearby surroundings. Once he's done with that, he stabilizes the chakra and spawns a large amount of Sakura petals that spin around the clone, obscuring his vision. After he does that, Richter uses the muscles in his throat, aswell as the chakra stored there to launch several needles forward that collides with the clone, causing him to disperse into a puff of smoke..

This jutsu is good because there is no indication that it's going to be used before the appearance of the Sakura themselves. Also, it obscures the enemy's vison, setting them up for a combo.
