*I collect the shuriken, and try to get attuned with the wind, monitoring its direction and power, then I throw it, with the strings attached, with which I use to manipulate the shuriken*

Very sneaky technique>_> I could use it to attack the opponent at his blind spot, if he dodges it, I can always retract it back, and also use the the direction of wind to an advantage, like curving the path of an the shuriken=DD

I'm not sure really, but I think to stop projectiles and maybe stop the user from performing jutsus with handseals and yes you told me about zoning before>_>
