Ninjutsu is basically a physical ninja technique what really consists of relying on chakra and hand seals, but hand seals are not always needed.
There are thinks like nature transformation and shape transformation, are mostly the ways to manipulate chakra for ninjutsu. Nature transformation is what needed in order to change the properties of the chakra. Shape transformation is what refers to the form and the limits of the chakra. A really good example of ninjutsu is the rasengan and the rasenshuriken by Naruto.

This is also an essential basis for a better control in your chakra, as if you put to much chakra in your feet, youll be pushed away from the tree, if you put to weak, then you'll just fall.

Basically, the user will pull out a cloak, and infusing their chakra with the cloack, they blend in with the background, like konohamaru did on the fence.
