Kakuzu's earth-style would be pretty useful. Orochimaru would laugh after getting pumped full of lead before regenerating. Basically only some jutsu could counter bullets. Do not underestimate, however, the ability of a shinobi to adapt to a world of guns.

If he used this in a onepiece thread, guns would be useless. Though its naruto, no one except a few characters can out run a bullet or stop one. The closes thing we saw was pain shrina tensei a nail to kakashi, even that isn't up to bullet speed.

There are a few jutsu that would be able to win this just on sheer speed, power, or versatility. Obviously being able to completely change the terrain of the battlefield is an ability that would make up for the point and kill ability of guns. That said. I'd put a soldier that qualifies at sharpshooter above 90% of Naruto characters. A whole infantry platoon? Could probably bring down half the village.
Its going to be the ninja like Zabuza, Kitsuchi, Gaara, and in an ambush situation Gai and Lee could probably speed blitz.
