Sasuke catches the regular ballon, and then he recalls the processes he took in step one and step two of the training; the whole built up of chakra, releasing it into the ball but in this case the balloon then using shape manipulation to control first divide the chakra he controls into parts and with further use of shape manipulation he makes the divided chakra parts to spin vigorously while its inside the balloon then combining the second step which is to send in more of his chakra to increase the power of the spinning chakra and finally sasuke sends a burst of chakra as a form of stability, which in turn makes all the chakra of each section work at full force but be equal to each other. The balloon stays in sasukes hand just slightly moving.
