Ninjutsu, although in battle, I would primarily use taijutsu, ninjutsu means the Hachimon are possible, and besides, anyone can practise and become good in taijutsu, ninjutsu is speciallllllll.
easily ninjutsu. look at the best taijutsu user, ie gai and lee. compare them with the best ninjutsu users like madara, obito, nagato. its not even close.
This here will show how people have manipulated the elements without using ninjutsu. Of course some of this isnt complete control over the element itself, but it is enough to do some damage to others.

So far we have not seen anyone using lightning except for the raikage using lightning armor, but that is considered nintaijutsu since he combines his taijutsu with lightning release ninjutsu.
Who needs elemental ninjutsu? If your Taijutsu level is high enough, you can still utilize the natural elements anyways, though in a much less controlled form.
Even the hyuuga advanced taijutsu uses several forms of fighting that resemble the elements and I can go into detail with that if you ask me to.

Taijutsu is great, but facing a summoning jutsu like frogs, snakes, bird, eagles, dogs, slugs, and tailbeast.
I don't know elemental attacks and summoning are quite strong for just hand-to-hand combat, however I do believe in order for a ninja to be consider strong at least A~S rank they need to be great at Nin,Tai, and gen all of them.
