Well considering a normal Chidori penetrated the armour, LRA would get busted by a huge lump of real lightning. To answer your question fully though, Kirin hits the ground quicker around 100x quicker than the pinnacle of human reflexes. But you can always counter something quicker than you with good timing but then again, Kirin has a large AOE so I'd doubt you'd escape.

Kirin is basically a large scale Chidori. The Lightning is focused and concentrated to a point and aimed with a specific target in mind... it obliterated Itachi's Susano'o with enough scope to injure Itachi.

But in in this case, I'll give you the benefit of the doubt.
