Speed is the only thing Kisame lacks, not that he's slow, but if he had FTG it would be hard to beat him on water.

Uchihas, since they have improved reflexes from Sharingan, so that means Sasuke, Itachi, Shisui (although he's already a legend because of his Shunshin), Madara, everyone who activated Sharingan.

Aside from the Uchihas, Naruto would, I'm pretty sure that Sage Mode heightens the user's reflexes as well, not 100% sure though.

Only ninjas with improved or instantaneous reflexes would be able to effectively use FTG.
