That depends on what kind of weapon shot is fired from .
handgun, smg, assualt rifle,,shotgun, mg, sniper rifle.

Over the time people started to just clap and afterwards they don't even do anything. They just
think of the jutsu and it works, especially when using Kawarimi no Jutsu.

Also a ninja is pretty fast in assault. And sometimes our protagonists just see an attack a second before it hits but are still
fast enough to pull off Kawarimi.
So I guess if they saw the gun or felt the presence of an enemy they could easily use Kawarimi before being hit by the bullet.

But if they couldn't I'd say that they have a pretty high chance of surviving if a medic nin is somewhere aroud.
Cause usually they have to face Firejutsu and that stuff and survive that, so if they don't die of shock or bloodloss I'd say most of the Chuunin and higher would survive a gun.

but they aren't allowed to move. The point is that they are rooted to the spot.

How is a bullet going to kill tobi when it just passes straight through him? Gaara's sand has held digital shrapnel before and that must be the same as a bullet.

Tsunade regenerates too. If Hashirama can kill himself with a kunai then a gun bullet to the side of the head would do it. Regeneration at it's highest regenerates limbs and some organs, not heal an actual hole in a brain. Hashi and Tsunade would die.

Next Question if they can build bombs they obviousely know how to built a gun. If that would kill someone, why don't they use it ? Why didn't Gatou who was like the Mafia and quite unfair use machine guns to kill Kakashi ? Or those Hunting Nins who sneak upon people ?
One villian would have used that if it was effective but then I think that there are people like Raikage and Tsunade and Asuma who can throw Kunai and Swords through trees making them even deadlier than bullets.

But if we say you had a gun and the enemies would have no chance to move or use a jutsu the answer would be "DEADLY" and we have proove because of Mangetsu.
