✘ Bounty System
► Description:
Criminals from mass murderers to traitors defecting from their village are all just that - criminals. The bounty system is one that quantifies the worth of any individual who has committed a crime against one or several villages, warranting a section in the bingo books. This worth is measured in Ryo and is given to an individual, or village, upon the completion of a Bounty or Special Bounty placed upon someone.
✘ Bounty System General Rules
► Declaring a Bounty:
By default, everyone has a bounty on their heads. Their bounties are based on their Tier rankings, listed below. These bounties can be collected regularly by Mercenary. A Special Bounty, one placed and issued to bounty hunters or villagers, can be placed on somebody for simply leaving the village and becoming a missing-nin. Only when an actual offense happens can the Kage decide to place a bounty on somebody. The price is sent to the NW Mod in charge and will be added to the Bingo Books publicly and with additional information listed, if needed when approved. Multiple villages and groups can declare bounties on the same shinobi if criteria is met, however, only one can be claimed at a time by taking the corpse/prisoner to the one who issued the specific bounty. In addition to this, under special occasion, high bounties can be placed on someone's name at random or such as specialized events for this.
Once a bounty has been declared and approved, that value cannot be removed or lowered. The exception to this rule is that of Akatsuki members, who, by default, have a pre-set minimum bounty on their heads. Should a member of the Akatsuki commit a crime against a village or group, the specific bounty in regards only to that village is subject to change and the Kage may choose to add more ryo onto their head.
► Collecting and Maintaining Ryo:
Once a bounty is declared, approved mercenaries in the NW can collect normal bounties, meaning only a Merc can collect basic bounties that every ninja or Missing Min have. These Bounties are submitted at the Blood Tavern, deposited at the back of the tavern. Special Bounties can be collected by both Mercs, Villagers as well as normal Missing Ninja, but in different ways.
Mercs collect Special Bounties very much like they collect normal ones; the notable differences here are that instead of depositing it at the Blood Tavern, these have to be returned to the Kage who placed it. There, they may receive any other special reward granted by the Kage. The same applies to normal Missing Nin but with an additional rule: Missing Nin cannot collect bounties placed by a village they deflected from or one allied with them. If a ninja leaves Ame, and they are allied with Konoha, he cannot take Special Bounties from Ame nor Konoha.
Villagers are only able to go after Special Bounties placed by their respective villages. This means that if Kiri, Konoha, and Suna all place bounties on Lili-Chawn, Kiri is only able to collect the one they placed, and so on. These collected Bounties gain 90% of the Ryo which pools together for a Village Ryo count.
These Special Bounties can be turned in to the Village that issued it by returning to said village and talking to the Kage. Mercenaries are to return to the Blood Tavern, or another Bounty post, located in the Land of Vegetables, Land of Claw, and Land of Hot Springs.
Instead of only a portion of the currency going to the victor, the one who presents the body will receive all of the reward for that individual. Once a specific bounty has been claimed, the shinobi named is slashed out of the bingo book for that specific entry until the next offense ( committed in a different event ). If a shinobi has several bounties on his head, the ones that were not claimed will remain until collected. For example if Kiri, Kumo, and Konoha all have bounties set out for Lili-chwan and she is killed/captured and brought to Kirigakure, the bounty listed in Kirigakure will be crossed out while Kumo and Konoha will remain. If she commits another crime ( in a different event where she is alive ) in Kiri, another bounty may be placed on her. A bounty will remain until it has been claimed.
When Ryo is collected, it is up to the individual to keep track of how much they earn and to keep records for validation. For villages, it is recommended to make a Village Ryo thread to add collected bounties to.
► Stealing Bounties
In the NW, killing/stealing rules will apply here as well. Should a member who obtained a bounty for one person be intercepted before presenting said bounty and are killed themselves, the victor may claim the spoils through the bio killing and stealing rules. Of course, this is not to promote people "coincidentally" showing up after a long exhaustive battle. Metagaming to attempt to undermine one's bounty collection will not be tolerated and if done can lead to the one doing the metagaming being punished via whatever way the NW Mods deem fit. This does not translate into taking the ryo that a ninja may already have in their possession from previous collections. Stealing a bounty means stealing one in transit, that hasn't been submitted and collected yet.
When mercenaries run across other mercenaries, they are able to defeat them and "steal" a portion of their bounty, adding onto their own. When battling other mercenaries or missing ninja should one win, they gain a 10% Bounty increase to their base bounty. This means if one has a base of 2200 and wins a fight, their bounty will increase 220. Inversely, should one mercenary lose to another mercenary, they gain a 10% bounty decrease. This only applies to the mercs themselves and not the bounty they are collecting for other bodies - those remain untouched.
► Forgery
Under no circumstance is forgery of a bounty in any form to be tolerated. Some people could get the idea to "transform a dummy and give it to the village" and hand it in to collect reward money. Or to set up a situation with a friend who is willing to die or let them kill you to collect money and what not. Paranoia is alive and well, and if any form of forgery is detected, it will be nullified an all parties involved will be subject to punishment as determined by the Head of the NW. This includes, but is not limited to, having all of your collected bounty or abilities obtained using bounty money revoked and/or being banned from the system.
► Using Ryo
Collecting Ryo isn't just for show, there is an actual purpose. Should a mercenary or a Missing Nin collect enough ryo, you will become eligible for certain prizes as a reward for your RPing skills. This will be deducted from your total ryo, with prizes starting at 12,000 Ryo. Village Ryo can go towards buying more VCJ submission slots, more Village Tourneys/better prize pool and more.
Special note, all Akatsuki members are international criminals and therefore can be taken to any official village to claim the bounty. However, one cannot both join the Akatsuki and cash in. If they wish to claim the bounty they are not allowed to keep the ring ( it's dropped for the Akatsuki leader to reclaim the empty spot and issue/keep the ring how he wants ) and join and visa versa.
✘ Pricing
All bounties that are issued are member bound rather than bios. Due to the frequency or the mere potential of members to switch a bio that they had used to warrant a bio, it would become a messy procedure to try and keep a price on a specific bio as opposed to just keeping it member bound. In terms of pricing, while a Kage/Group leader is capable of deciding how much they are willing to pay for any given person, there are a few requirements to insure the integrity of the target and their skills. There will be a tier system in place that dictates the minimum price any leader may price a target's head. Also, the bounty will be given a specific class based on their crime.
► Tier 1:
Tier one consists of Ninja from Genin to Chuunin rank. The minimum bounty value for members of this rank is 500 ryo.
► Tier 2:
Tier two consists of Ninja from Special Jounin to Jounin rank. The minimum bounty value for members of this rank is 1000 ryo.
► Tier 3:
Tier three consists of Ninja from S-Class to Sannin rank. The minimum bounty value for members of this rank is 2000 ryo.
► Tier 4:
Tier four consists of Ninja from Kage to Sage rank. The minimum bounty value for members of this rank is 4000 ryo ( 4500 Official Sages ).
► Tier 5:
Tier five consists of any shinobi within the Akatsuki user group. Despite their rank in regard to the previous four tiers. Akatsuki members are already considered international criminals and therefore their bounty extends to any of the six official/unaffiliated villages. The minimum bounty value for Akatsuki members is 12,000 (20,000 for leader) ryo.
✘ Classes Rules
In addition to the Tier list a shinobi is placed into a class based on the amount of ryo they are worth. This is more for RP purposes, but nevertheless.
[*=1]D-class: Lowest tier shinobi, barely worth even mentioning or putting out a bounty. Chump change often only given a price for petty reasons or village standards. A shinobi who is priced under 1500 ryo is considered a D-class criminal.
[*=1]C-class: Not as insignificant as D-class but still not the best way to get a lot of cash quickly (less you hunt down a lot of them). They are treated as minor threats only slightly more dangerous than D-class. Anybody between 1500 and 3000 ryo is considered a C-class criminal
[*=1]B-class: At this level it begins to get a little dicey. Hardly the most dangerous but certainly worth watching your own back for. These typically are issued for things like bandits raiding the village or groups of high ranked ninja shinobi between 3000 and 6000 ryo will be considered a B-class criminal.
[*=1]A-class: Seen as significantly dangerous and among the most notable of criminals in any village/group's bingo book. There is a high chance of failure and death to those who go after these sorts of bounties. Issued for anything short of kidnapping an official. Anywhere between 6000 and 12,000 ryo is considered A-class
[*=1]S-class: The most dangerous criminals you can find. If you somehow manage to kill one of them, you deserve every penny of what you get. 12,000+ ryo is considered S-class. All Akatsuki members are S-class criminals by default.
