Soon a new Ninja World will drop for you all to tell a story in it. Whilst the details of the overall plot won't be entirely shared with you all to keep it interesting. I am curious for some feedback when it comes to mechanics of the ninja world - before I fully write some of the ideas out I would prefer to not get blindsided by seething hatred for the ideas and putting work into them for no reason when I can just focus on getting the rest ready.


So here goes. The Big one: A Mandatory Jutsu List System with EXP and EXP Rewards.

To match the downshift in scale of the Ninja World, there will be a Mandatory NW Bio system for all players, new and old alike. Don’t fret, you are not losing your abilities, your kumi purchases are still valid and your biography isn’t “losing” anything. Your strength and weaknesses is now how you make it - with a little thought you can tactically tailor your biography into an actual character.

Your NW Bio will have a base of “400” EXP to spend. This EXP is spent on individual Jutsu that your biography has access to. The costs of each jutsu is based on their rank and is as follows:

During the course of your Character’s Story and Arc you will earn EXP from completing Storyboard Missions and Events in the Ninja World. EXP is earned and tailored to you, when you finish a Storyboard you will earn EXP for you to spend on Jutsu your biography has access to, adding these jutsu to your Ninja World Jutsu List (See “How this will be tracked”).

Earned EXP can come in multiple forms, EXP can be awarded for you to spend on all fields you usually would have access to - making your arsenal for the NW closer to how it used to be. EXP can be awarded for specific fields that relate to the storyboard missions you have submitted and the arc your character is progressing. EXP can also be awarded for specific fields that you DON’T have access to, allowing you to learn jutsu from certain fields making progression in this system a way to break usual biography restrictions because of certain events that have impacted your character.
Sometimes you won’t be awarded EXP, sometimes you will be awarded specific jutsu or for example; an uchiha goes through the awakening of their Sharingan in the Ninja world, their storyboard Mission reward could be the Sharingan without the need to spend EXP to add it to your list, allowing you to put that base EXP elsewhere.
There is also the possibility to earn jutsu not on the canon jutsu list, tailored once again to your character’s development and unique to them. This can range from an aesthetic change of an existing ability to a completely new technique.


For New Players. “Initiate” Biographies

If this is your first time playing, don’t fret! You can make a NW Biography using this system to progress it and gain access to new abilities. You Base EXP is also 400, you may spend this EXP across the following Jutsu Lists:

  • Basic 5 Elements
  • Ninjutsu
  • Genjutsu
  • Taijutsu
  • Kenjutsu
  • 1 Kekkei Genkai OR 1 Advanced Element OR 1 Hidden Ability OR 1 Custom Clan’s Jutsu (If accepted by Leader of Clan).
  • 1 Advanced Ninjutsu OR Basic Fuuinjutsu (A-Rank or Below).
You do not need to spend the Kumi Costs of these abilities if choosing this Biography Route. Your restrictions are purely based on EXP and the above list; you will then earn additional EXP and abilities through your character’s Arc in the Ninja World utilising the Storyboard Mission Submission System.


How this will be tracked:

In the Custom Jutsu Users Forum you will make a second thread alongside your customs thread, but for your Ninja World Jutsu List. This List will be a selection of your choosing from the many jutsu your NW Biography has access to using the 400 Base EXP you start with and then for the additional you will eventually earn.

In your introduction post you should have a counter and timeline of your EXP earned, with links to how you earned all EXP after the base amount (or links to specific jutsu awarded).

Then within the rest of the posts of the thread keep an Itinerary of what techniques your character has earned and learned! Keep it as neat as possible; these will be checked when you submit your NW Biography! Link your Ninja World Jutsu List in your Bio Submission, somewhere under “Rank & Chakra Information”.

This applies to Custom Summons and Fighting Styles that you are the creator/owner of.

Custom Elements are not included, you must spend EXP on their jutsu.
Medical Ninjutsu​
N/AYou cannot buy Medical Ninjutsu Techniques, to be a Medical Ninja in the NW you must either specialise in Medical Ninjutsu in your biography similar to being a support class, or earn it through the NW Storyboard Mission System if your desire is to be a support-style shinobi. (WIP)

Sharing this with you now also gives you all the opportunity to have a look to see what kind of Loadout you can have access to and if you like it. This system also allows me to reward you all and give you something to progress towards and develop from - your Ninja World Jutsu List after base EXP can then break the restrictions of your biography if you have made suitable progress in the Ninja world's narrative or your own.


Ninja World Rules:

There will be a Fifth Edition, cutting out some of the mechanics and lore in it that aren't/weren't used to streamline the fourth edition rules (for now the fourth edition rules will apply until the fifth drops as this will take some time to tweak). Some rules that will be taken out, will be reintroduced as the narrative and world expands - as the story is pushed. In said new Edition I would like to change a couple of things. The Rules thread will be cut down to these for now, with things like Claiming, Orgs, Marketplaces, Artefacts and Rifts being reworked and reintroduced later as the Game expands.

Chakra and Health Regeneration

I want to give a more strategic approach to how players go about traversing and interacting with the Ninja World, add some stakes to which you lot barely need to worry about really. I was going to make it so Chakra and Health regeneration wasn't passive outside of certain landmarks (zones that are deemed safe similar to how marketplaces were a checkpoint of sorts). Players would have to return to civilization to recuperate if they do not have access to allies/a healer. Chakra outside of these areas would regenerate very slowly and Health can only be healed. If a player reaches 0 they would eventually regenerate to a very low number like 10hp after x amount of time.

This opens up giving healers an important role in the ninja world, the above EXP system giving a healer route to some players if they wish to take it. I'm not really a fan of anyone and everyone just being able to heal via medjutsu, it doesn't make sense to my brain - though this is why I'm opening up these ideas to you all.

Bounty System

There is no real incentive for people to post bounties for other players as a lot of you won't want to fork out the Kumi yourselves. So the Bounty system is going to become sort of narrative based, figures in the ninja world can place bounties on players or other NPCs that don't align with their interests or are causing issues in the areas these figures reside.

Other Players can still place bounties on the head of another player using their own Kumi or other payment (Jutsu, Items/Artefacts whenever they are reintroduced). However if they do not wish to give their own funds, Players can post a bounty using other Players' Missions which seem to be detrimental to areas of the NW (commiting blatant crimes, terrorising landmarks etc) they can place a list of these Missions or Posts of Proof of the Player's in-world misconduct. A NW Sensei will then look at the submitted bounties and list of links and total up a Kumi value based on the number of links provided and the rank of the Missions completed by the perpetrator.

Okay my questions, for now.
  • Any CW my bio has access to or just one's that I created?
  • What about items like leg weights? do those cost Exp too?
  • Can the summons use all jutsu within their field or are they also limited to what the user is able to use?
  • Is there a limit to how many jutsu we can buy at a time or can i just buy as many as I want depending on how much EXP i have?
  • What about passive dojutsu or modes? Do those have to be bought with EXP too?
  • And i dont understand the part about Medjutsu at all

I do have a question as well, I get trying to make Medical Ninjas more relevant in the new ninja world, and I support that, it does however spin back to other abilities that can operate similarly. This is namely fields like Yang, Kekkai Genkai that has healing capabilities etc. How are these fields directly going to be impacted?

2. Good shout, you'd have to spend EXP on which of the Leg Weights you have (there are two versions), the Drop technique would be free with it, I'll add it to the list.
3. Summons always have access to whatever the Summoning says it has access to. This extends to weapons as well, as it's not your technique but the weapons'.
4. No Limit as soon as you earn EXP you can add new Jutsu to your List. For NW events or tournies, lists will more likely be "frozen" until the event ends.
5. Yes, but refer to my example of Sharingan potentially becoming free for players if awakened through the NW etc, this goes for learning LW too and other abilities.
6. So this is not set in stone, because its to reflect the potential Chakra and Healing regeneration changes which I want to discuss ideas with everyone, Having Medical Ninjutsu and other healing wouldn't really support such changes and make little effect. Currently you'd have to have a relevant specialty like "The Doctor" or something like Efficient Chakra Control Specialist in the field of Medical Ninjutsu to spend EXP on said techniques. I thought it'd be interesting to have certain ninja roles in the NW which can potentially be achieved through this system - because atm players can near enough every role. Having a healer, someone who attacks via gen, and then another with strong tai and then another can hit hard with ninjutsu and then a tank/sensory role might be relevant for future rifts or just future enemies in general; it also then gives everyone specific functions. It's also hard to give you all challenges if you can all do every role and a good narrative experience

When it comes to KG and bloodline stuff at least that is specific to a character's bio and lore, can't help that. But you're right about Yang healing - the idea of NW roles is something that's open to discussion, it's also one of the reasons I want to make healing a little more difficult and taxing in the NW. All open for discussion

Although the idea for NW roles seems pliable in theory I dont think it will really work. Mostly because i think it will just prompt everyone to have a med spec just to be able to heal themselves. Or how nobody want to do a rift and just be a healer.

I don't think any edgelord on here wants to wait for a healer to have to heal them especially when they've been doing it by themselves for so long. Interesting idea but I don't think it works for our RP, same as how merchants or dispatch didn't really work out or any other Role style spec.

If you want to restrict people i'd rather suggest to introduce modifiers either to certain landmarks and/or missions involving NPCs such as no chakra can be used, no Yin-Yang, no summons, no customs, no cannons or whatever rather than limiting the bios themselves. The bios in this RP i feel like are already too complex to being overlayed with yet another system ontop of it. I can already see some greyzones with this - what about Edos/YY creations/implanted KGs? My bio would be blind if it walks into the nrp and i dont spend EXP on it's implanted dojutsu for instance.

The biographies themselves are not limited in this system for Ninja World, it's simply that you are starting off with a lot less techniques than your entire arsenal being open off the bat. You eventually can restore your build by getting more EXP overtime, and unlock more techniques to use in the Ninja World. Since the world itself is starting off smaller than before, which it will expand overtime, it will cause you to of course, scale your set of jutsus accordingly as time passes.

It's all about optimizing your starting load out to be more central to your character. So if you wanna go with your usual commitment of just chucking out strong S Ranks/F Ranks, then just pay for the slots lol. It's really not a big deal, as Never said- you're biography directly isn't affected, but rather your starting arsenal. If I want my entire Canon EMS set up, im already spending like 170ish points out my 400, and if that's what I want, then so be it. Just make your build make sense for you starting out and just RP more to gain more EXP lmao.

Just to reiterate since my post was lost, I think for Yang healing, it can follow similar principles of how you wish to treat medical ninjutsu; but Id also say only limit this to purely healing techniques like Yang Release: Touch of the Sun, whereas something like like Power of the Sun, which also includes a passive healing buff; would be rare exemptions from the list as they aren't solely healing, but also includes physical empowerment.

Your bio is only 'blind' if you deliberately decide not to pay for its slot, which is only like what, 8 or 10? As for Edo Tensai, you'd pay for the Edo Tensai Technique which 15; and then as for the edo's slots, well, Never would have to decide/assign points for that, but id say their own abilities cost just as much as listed, so for you're Obito Edo, you'd have to pay for its MS and MS relevant techniques.

So I will give my thoughts in sections, addressing different parts to make it easier. Firstly, I like this. I think this is a good way to keep the NW fresh and give it some replayability. Because lets face it, eventually people will peak and find they have nothing left to do. This method would essentially allow them to keep it interesting, it makes it easier for the people in charge of the NW to create stories, and it resembles the ninja world in the show much more - Not every ninja could use every Water jutsu, or every earth jutsu etc. they were specialized and only the ninja with a LOT of experience had access to a lot more. This makes the NW to feel more alive in some aspects and less like writing a fanfiction.

I don't think basic Taijutsu or Kenjutsu should be overly restricted however. I see Taijutsu of D and C are currently free, but this should also be the case for Kenjutsu or Bukijutsu.

The section for newcomers is also really good as it allows them to jump in nearly straight away without being completely unable to compete in the NW.

I can however see why some people would have issues with this. Outside of Battle arena its going to mean that people will hardly ever have full access to their skills, or ever be at 100%

So this might seem like a lot of tracking for people, I understand that is however necessary for this system. Perhaps instead of a third thread where this all takes place. We can keep track of all this in a second post on our NW bios.

This way it keeps the NW bio and the NW jutsu list together.

If we allow it to remain editable so the second post can be edited as needed then when updating bios it is already all together.

Ofc editing the original bio in any ways after approval will still result in the bio being voided.

I don't mind this, having customs at 0 for ones we make eases some of the issues from my previous writing above, however I don't like the last part about medical ninjutsu. This will just get bypassed with yang which the majority have access to, and I don't feel there are enough people around to warrant different specializations like DPS/Support etc.

Instead, why don't you reward those people that show willingness to heal others using medical OR yang a small boon aimed at the support role, but not limiting others from those support abilities. This will reward those that want to play that support way still. This boon could be as simple as removing a restriction or two when healing another person, or a better effectiveness of healing etc.

This system also allows me to reward you all and give you something to progress towards and develop from - your Ninja World Jutsu List after base EXP can then break the restrictions of your biography if you have made suitable progress in the Ninja world's narrative or your own.

So I like the concept overall, I am wondering if it might be too restrictive in places though, but perhaps this should be piloted to see how the majority find it. I can understand people wanting full access to their skills considering the prices they paid for them. It kind of feels like a double pay wall.

Ninja World Rules:

Chakra and Health Regeneration


I want to give a more strategic approach to how players go about traversing and interacting with the Ninja World, add some stakes to which you lot barely need to worry about really. I was going to make it so Chakra and Health regeneration wasn't passive outside of certain landmarks (zones that are deemed safe similar to how marketplaces were a checkpoint of sorts). Players would have to return to civilization to recuperate if they do not have access to allies/a healer. Chakra outside of these areas would regenerate very slowly and Health can only be healed. If a player reaches 0 they would eventually regenerate to a very low number like 10hp after x amount of time.

This opens up giving healers an important role in the ninja world, the above EXP system giving a healer route to some players if they wish to take it. I'm not really a fan of anyone and everyone just being able to heal via medjutsu, it doesn't make sense to my brain - though this is why I'm opening up these ideas to you all.

I don't like this. The idea that your progress in the NW can be stifled because you have to rely on others, of which there are not a lot of active people as is, does not appeal to me. Lets say I end up completely low on chakra or health, and because certain people aren't around or active I can't really progress in the RP. This is especially detrimental to those who live in a time zone with much lesser activity. Requiring wait times which might genuinely be a problem.

I think in the basic NW, things should remain as they are. However, Rifts/Dungeons can be a great place where chakra management becomes more of a challenge along with health. Rifts could be a series of challenges with an eventual boss. This would make the [support] role your trying to push much better but I still don't think med should be restricted, as I mentioned above, certain people should just be more attuned to healing others and playing the support role giving them that advantage.

Bounty System

There is no real incentive for people to post bounties for other players as a lot of you won't want to fork out the Kumi yourselves. So the Bounty system is going to become sort of narrative based, figures in the ninja world can place bounties on players or other NPCs that don't align with their interests or are causing issues in the areas these figures reside.

Other Players can still place bounties on the head of another player using their own Kumi or other payment (Jutsu, Items/Artefacts whenever they are reintroduced). However if they do not wish to give their own funds, Players can post a bounty using other Players' Missions which seem to be detrimental to areas of the NW (commiting blatant crimes, terrorising landmarks etc) they can place a list of these Missions or Posts of Proof of the Player's in-world misconduct. A NW Sensei will then look at the submitted bounties and list of links and total up a Kumi value based on the number of links provided and the rank of the Missions completed by the perpetrator.

I like the first paragraph, this is another good way for people low on Kumi to go about getting a higher Kumi payout. Having NPCs place bounties on players is also a good thing as it encourages interactions, good or bad.

The second paragraph is basically allowing a player to "report a criminal to authorities" Where the authorities then decide if a bounty is needed. Over all the bounty system sounds good.

I am sure people won't want to read all this but I hope my input and small suggestions here and there helped.

I don't think you can please everyone so im sure there will always be someone who is going to be unhappy.

I cant really remember word for word what I said but roughly;
-unless you heavily restrict people, no one will play a healer specialized build, forcing someone to actually play a healer. currently everyone will play for themselves unless you give examples of why we need a healer or what benefits it can give.

-we are having too many systems, AP, Vessels, EXP, kumi, itll be too much to keep track of. On top of this, id much rather have an open ceiling power scaling rather than jsut 'you get access to more techniques'. Eventually again, people will run out of techniques to spend EXP on unlocking. Instead spend points on boosting your abilities instead. 100EXP to give all fire techniques a +5 chakra and damage buff that doesnt count towards buff rules etc.

-another point, I think it would be better to have a subsection in the NW with each player posting a thread of their bio/rewards/missions or actions or what ever.it doesnt need to have a full bio in it, even something simple like

>Total exp earned
>links to various exp gains and spending.

the reason being is that keeping all rewards and actions tracked in the same section as the NW where its used. you reset bios, then you delete or clear your thread and start again etc. easier to keep track of what youve done in NW, what youve got unlocked etc.

I don't like the EXP system, I like everything else. We already earned/bought what we have to use in the NW and now it will be locked behind an EXP wall. I get we start off with some EXP, but I want all my shit. Not some of it. I understand the sentiment of "you guys aren't losing anything" but that would only be in the form of a technicality since, literally, we are losing most things for us to have to earn EXP to be able to use them again. Not a fan.

The rest is great though. I like the introduction of roles as long as they aren't mandatory.

Everything else is fine.

I like what @Zatanna is getting at through and through. And can't see I've agreed with her on many things in my years but what she is saying is making sense especially in the form of the other ways EXP can be utilized ESPECIALLY if it is to be reset every arc/new story.
