second Hokage only materialized water out of thin air in the anime. he did not do that in the manga. in the manga, he converted his chakra into water and spewed it from his mouth. so it is still anonymous to us weather he can materialize water out of thin air or not.

My bad. I only started reading the manga from shippuden.

second Hokage has no Feats on his water jutsu.

i wouldn't really say kakashi is a master at lightning jutsu because kakashi has only displayed the ability to generate lightning in his hands to use as a piercing weapon.

he has not shown the ability to change the chakra form of it like sasuke has. sasuke can extend the chidori up to 5 meters and he can even shoot senbon -this is in a movie dose'nt count

Kakuzu's elements are indeed amazing, but compared to high level elemental masters, the gap in power difference is wide.

and temari is not a wind master, .

if you check my recent post after that one, you would see that i've stated that i had forgot about that and i made a mistake.

but kakashi is still not on tier with other lightning element masters like sasuke and the 4th raikage.
