You have to have tham as balanced to throw the shuriken and to take the ultimate jutsu. You have to have your storm guage filled once. Then fill it again to get on fire for team ultimate jutsu.

OT: they have to be balanced and i dont think you can control if they take the jutsu for you, its auto

I think you need a defensive one to block the ultimate while you load chakra. That's how I do it anyways o-o

To do that, you will need one of your supporting characters to be Balance. Once you have fired up, their abilities will be throwing Shurikens whenever you throw Chakra Shurikens? (Y+X on 360) (Square + Triangle on PS3) And they will also protect you from a ultimate jutsu once. However they do not protect Ultimate Team Jutsus and once they have protected you they'll be unable to use for an amount of time.
