If Akamaru could talk nothing would change because Kiba already understand him. Akamaru talking doesn't make Kiba stronger, a bark is more versatile than a long humanized phrase, ergo Akamaru "talking" would make them lose time. If you think this right, it's better than these two talk in their own code so enemies can't predict their strategy.

PS: About the quote... Akamaru didn't even bark in his human-beast state, so it's Akamaru and Kiba's fault for not being as clever as Naruto in that battle.
