You must state. And for that you need fuuin training, according to recent rules. i don't think they've restricted to usage of scrolls though. They appear to have the stature of normal ninja weapons.

The clone itself can also utilize any jutsu the original ninja knows. When the clone finally disperses, any new knowledge it has gained is passed back to the original ninja and any additional clones. Upon impact, the clone can be dispersed.
Ah, the reason we're doing this. Shadow Clones. You must divide your chakra evenly, you can only create up to 4 clones at a time. Clone jutsus can only be used 3 times per battle, if I'm correct. Now, I haven't discussed this with anyone yet, but the way we've been doing this jutsu is that you make the handseal and the clones appear around you, and that makes so that Byakugan and Sharingan and Chakra Sensors just magically and inexplicably loose track of who's real and who's not, when logically it would just require them to remember who was already there and who was made afterwards.
The way I think is the right usage, is that you can create the clone around you, yeah, but then you're able to choose (right away, of course) which one do you want to be. So for example:
A. I create 2 clones, so that you're standing in front of 3 people side by side. I'm the one far right.
instead of
B. I create 2 clones to my right, we're standing in front of you, side by side.

Description: This is a ninja escape technique that allows the user after performing the Tiger hand seal to control how light is reflected around their body with chakra inflections. Perceiving the user's position is possible only for ninja who are astute enough to observe minute variations within their surrounding environment, such as distortions of air currents in the immediate vicinity or distinguishing sounds, i.e. footsteps etc. However, the usefulness of this ability can be entirely negated by those with special vision or sensory skills. The Second Tsuchikage, Mū's mastery of this technique helped earn him the moniker "Non-Person" seemingly having neither form nor chakra while the technique was active. Thus, he could not be sensed through traditional means.

Well, sometimes it's easier to just slightly grasp the opponent (Placing these techniques) than actually having to apply some strength to the hit in order to damage physically. But yeah, contact is very rare in this RP.
Anywho, we're done with Ninjutsu yay!
