well if this is the kyuubi vs a regular susano like sasukes complete one then kyuubi. if its kyuubi vs perfect susano then perfect susano. perfect susanos can swing its sword much faster than kurama can charge up a tbb. also its unknown whether or not perfect susano can tank a tbb.
