They can anytime make a contract with it by putting them under sharingan control... but similarly their contract can be canceled just like Minato did with Obito using a contract seal...

There are only two people ever mentioned to be able to summon it,
Madara... Still has the contract, anytime can summon it but since it's now sealed, things are different...
Obito... Minato canceled the contract and now Obito has to make a new contract to restart summoning it...
