That's impossible to say for a fact. We expected Sage Mode Naruto to be an awakening and he was a full character so it could be the case with 9 Tails Chakra Mode Naruto. We also don't know if the awakening characters will remain the same for Storm 2 or if there will be a change made possibly more like Storm 1 where awakened characters could use ultimate jutsu and could also be hit by ultimate jutsu.
