If we're talking strictly Susano'o, I would say tie. Naruto has threat perception, incredible speed to match it, strength and a high level of chakra. Sasuke has the normal Sharingan attributes, with Amaterasu built into Susano'o, Susano'o also has great defense, as well as a good physical offense. If it was KCM Naruto vs EMS Sasuke, EMS would win.

we are not talking fully transformed or partially (Ex:4 tails) just Naruto's nine tails chakara cloak which i know for a fact it is faster than Amaterasu and is just about as big as Naruto himself
