Lol couldn't be more obvious.
There's alot more to that position besides paper work and being capable of dealing with foreign threats effectively and efficiently. The Kages are faced with dark deed decisions as well as the direction that their respected villages are to be lead in. The position of Hokage seems to large of a burden for Naruto atm, but in the future he just might mature and realize the true purpose of a kage.
