Do you think there will be any kage tier puppet users? Ik puppets aren't really looked at to be anything special, but human puppets had much more potential besides the fact that the 3rd kazekage puppet was trolled.
He couldve easily formed a ball of iron sand around himself like gaara did in the chuunin exams.

I mean to be honest, if sasori just had quicker reaction time and better speed feats and more chakra, than he could hang with the top tier shinobi, because then he could dodge most attacks, use his iron sand much more effectively, and control his hundred puppets better and easier giving him an actual reliable army. Than he has the advantages of having a puppet body.
