Firstly - Welcome to the base.

Secondly - No... Nagato wasn't born with rinnegan, Tobi / Madara gave him the rinnegan as they figured out they'll need it for the future to accomplish their plan.

The only thing uzumaki's have that is so special is - the Life force which is remarkable, and the chakra reserves, which explains why kushina survived after the kyuubi was forced out of her. and there "Fuinjutsu" Sealing techniques.
