She is. She can fly now canonically which makes her stronger than Hinata, Sakura and Kuro. Since neither one of them can fly to engage Temari.

So by your logic deidara is stronger than itachi since he can fly and itachi cant..come on now. If flying makes you the strongest then the hidden stone should be the strongest village bc they can actually fly and don't need a ninja tool to do it.
