You can start by a group and a general discussion thread on M.A.C. If it gets enough attention ask a g-mod/admin to make it sticky. If that has enough attention too, maybe then you can discuss about making it a subsection on M.A.C.
A month ago I doubt any of this would happen, but since narutobase is turning into mangabase, I assume section other manga/anime sections will be created.
