What you just described is in fact the archaic RP system we had years ago. There's a reason why we don't use it anymore: it doesn't work, even worse it nearly killed RP. If it didn't work back then, it certainly isn't going to work now. Our current post-based system remains the most efficient one seen the circumstances.
What does it matter whether they are kage or not? Especially when the villages themselves can decide their leaders and I've yet to see someone being chosen that was low-ranked. Almost naturally kages are high-ranked members.
And why the hell would we give out sages titles to people who just learned sage mode? Do you even now what sages are on NB?
