New PC Problem

Just built the PC, and I've got a problem already.

I installed all the cables and GPU and RAM and CPU, etc. I turned the computer on to see if it worked and if I needed anything else, and it worked. The fans and everything. I turned it off, and then started to tie some of my cables together so it wasn't so messy. Once done with that, I go to check if it will turn on again (to try my optical drive) and it doesn't turn on. The PSU simply makes a very light buzzing sound when I turn the PSU on, and when I click the power button on the PC tower the PSU makes a sort of louder (but not too loud) buzz for a second, and then goes back to buzzing. What's the problem? I just built it, and I don't think I messed up on anything.

I don't believe any of the other parts are the problem, since the PSU is the only thing that seems/sounds to be acting up.

Sometimes cables shouldn't be tied together. It must be the problem.

undo it and see if it works then. Then slowly tie cables one by one and analyse or take a picture of what you are doing, as soon as you hit an error see what you did last and sort it out.

Make sure nothing was pulled out of anything, sometimes when you tie it, it pulls the wires and unplugs.
