Yes it's worth watching and no, it's not a new episode. It comes from the JUMP Anime Tour, I believe back in 2010 or so.

Good watch, kinda of annoyed me though how easily Luffy let those pirates walk all over everybody when he could have easily stopped them though, but I can understand that was for plot purposes only.
