Yes Naruto is the strongest and that Susanoo looks different compared to the one from Vote 2. In Vote 2 the Kyuubi Susanoo was kind of meshed together and in the new one the same Kyuubi Susanoo has a sword known as the Hagun. The armour is the same but the texture looks a bit different.

Actually Sasuke so called Bijuu PS was Iso Susanoo.

It just sasuke used Shape manipulation and shaped that Chakra of Bijuu into lightning Humanoid body and combine it with his PS
