Tl;dr version

Since the end of Part 1, He decided that Hinata and Naruto would be together.
That doesn't mean, however, that he wanted to write the story on how they fell in love in the manga.
It's just that he wanted to give Naruto kids, to show him Hokage with a family.
He took Pierro's offer for a movie to write the story on how they fell in love.
He was scared a story like that, about passionate love would be rated-M.

I see no mention of Neji whatsoever.

I think we already know Kishi failed in the romance department of Naruto. So I dont think we have to be nit picky about the small details.

Its pretty big news because the first translator is saying that Kishi said he felt sorry for Hinata and thats why he paired up Naruto with her.This is lame

If it was bcos of pity .... then he would not have decided early on then. There is the contradiction I see.

To summarise:
If we assume the first translator as correct than he planned NH from the beginning,trolled NS as he himself claimed as a "mislead" but later was on the fence about making it canon but felt sorry for Hinata and stuck to his original plan
