Well, yeah. Kishi had it planned, but you cannot deny that he threw in moments that made pairings with certain characters seem legit. However, some can totally see what Kishi was doing. He was trolling.

I knew Sakura would never fall out with her retarded obsession with Sasuke and go with Naruto; even after Sasuke tried to kill the idiot three times and treated her like garbo throughout 99.9% of the story.

I agree to an extent, I was kinda annoyed that that Sakura consistently curbed Naruto for Sasuke in a romantic context. You shouldn't fault the fact that Sakura like Naruto (who's resolve was stronger), really wanted the best for Sasuke and believed he was capable of being a good person. Even though Sakura's feelings became geniune and evolved from shallow; Sasuke was undeserving of romantic feelings being that he mistreated her 85% (not 99.9%) of manga.
